Skype to SIP--Having Trouble

Hey all,

I downloaded Uplink (a program from NCH, the same company that writes Express Talk), a program that links Skype to the wider SIP network, in the hope that I could use Skype to call ZBP. I have set up two SIP accounts with IPTel (http://www.iptel.org/), per the instructions in the Uplink user guide. I also ensured that the SIP UDP port (5070) was open on my firewall. Also, I have ensured that my SIP account settings are all correct. Whenever I try calling ZBP (using:
sip:111@zonebbs.com
on the "Call Phones" screen in Skype), the call doesn't work, and there's a message logged in Uplink which says that the call failed; it states that the user may not be online or the number entered may not exist. What else do I need to do to make this work?

SkypeOut would be one way to do it, though that does cost.
